perhaps he called it a drill by mistake. If you are told that there is a mass shooting, why you then refer to the response to it as a "drill" unless accidentally? It just sounded to me like he was referring to what they call "mass casualty incident" as something they had trained or "drilled" for.

I wouldn't put it past my government to do something like that but also to spread misinformation.
