First point: Hate to be the asshole here, but those stadium seats would totally be filled with a lot of people if there wasn't some vague legal threat hanging over their heads. Wouldn't be many, but it definitely wouldn't be empty.

2nd point: Normalcy returns as soon as businesses, all of them, are allowed to legal open again without police showing up pretending to enforce the laws. The instant that happens there will be a lot of people who won't touch a mask again. Masks (before the virus) were a polite thing people would do in other countries. In places the U.S. it's not a normal cultural thing. People will, and are, rejecting it. Any laws around it will be fought against hard when a vaccine becomes available because the last excuse will be removed.

"Normal" doesn't happen at the command of a dude in an ivory tower. The people dictate what normal is. The government can only delay the inevitable for so long.
