Other sources say this bill prevents microchips from being mandatory requirements, i.e. it requires that chipping be voluntary rather than required by employers.

I don't think we should trust what Bill Gates says with the information we do have on him. Or the video of him saying how with good vaccines we can reduce the population. There are actually a few videos of him mentioned that.
