You could, but you'd need to have something metallic or something that conducts electricity, dragging on the ground since the tires would insulate your car. Grounding is the key. Do you remember some people used to customize their cars with those dragger things and I never found out what that was about. Your car would have a distinctive look for sure. Or you could put it inside your car.

You think it would ever be useful outside a nuclear war?

I was thinking of that bit in War of the Worlds where all the cars were put out of commission by an emp pulse.

1859 Carrington Event. A Faraday cage might save the electronics in your car, but unless you know of a gas station with manual pumps, your range would be the fuel in your tank.

In a sci-fi book I read the protagonist traveled the country after collapse using a manual pump to get gas from the tanks of old gas stations. Used to wonder what kind of pump and where to get one.
