Regarding information systems like PROMIS and its successors. It seems that when some people think of 'total knowledge' they think of scientific discoveries that can explain or predict natural phenomena. But then there are those that think of it as 'total control' which appeals to communists and corporations alike. Then there are those that see it as 'total invisibility' which covers both intelligence agencies and criminal organisations. And then finally there are those that see at is as 'total truth' which covers religious leaders, scientism and communists once again.

I see mass surveillance in the same vain as socialism. There isn't anyone qualified or trusted enough to oversea it. We need information systems with protocols that define 'data origin' vs 'working data' so that data remains with its owners and is only copied and processed temporarily when needed and with permission of the owners. A 'no permanent copies' rule should apply combined with a requirement to use dual key encryption for storage (an owners key and an authorities key) so that data forensics is always a possibility.

Let's stop trying to achieve pre-crime detection and make post-crime analysis more reliable.
