OK, so I do believe this whole COVID thing is fishy for a lot of reasons, but this is stock footage the news station used to illustrate their story, the same way any print publication uses shutterstock or getty or whatever to provide illustrations. This is standard practice in visual media when you don't have actual footage available.

If you look on the wall behind it says "NO food or drink near mannequins or task trainers", so it's footage from a training facility. I imagine this is due in part to there being no filming in actual emergency treatment areas for a variety of reasons, including that news teams are not (thankfully!) allowed in there, and the medical teams having more important things to do than film infected people.

I didn't notice the sign and you made a good point about stock footage. It's just that what with a "disaster of Biblical proportions" they might allow someone to actually shoot some actual video. Maybe this is a case of rubbing it in our faces one more time.
