Had to re-read his long winded sentences, and yes, this is exactly what he meant, thanks.

So, when you make silver a unit of account in a country that does not have silver, foreign bankers can come to spread their notes promising to pay silver, and over time, they'll enact a clause making it impossible to then obtain this tangible asset. Is that correct?
