"It was a huge failure" at communicating math skills, but if that was never the point, maybe it succeeded...

I agree that it is all about ease of management, so obedience is point #1, although there are others, such as homogeneity/conformity -- i.e. to "school" kids to adopt a group identity. https://www.unwelcomeguests.net/540_-_Outing_School_3_(Teaching_for_Money_v._Learning_for_Love) for more on this.
