Apparently fear of looting isn't just fantasy/fear mongering, as opposed to fear of more mundane decline. I can certainly imagine this happening in my city…

I wonder how the regime change is expected to change this. I would personally follow the power lines to try to find the source of the power problem myself in the case of the power outage, instead of immediately looking to the government for a fix.
