That's how it's done... convince enough people that the censorship is necessary for the "common good" and the question of removing human rights becomes a matter of public referendum.
We lived through this with the globalist Covid-19 psychological operation- which quite likely was one of the objectives- to gauge public willingness to relinquish rights- making the the purview of the authority to be granted and revoked at its discretion.
