But who gets to decide what is 'disinformation' and 'hate speech'?

I would expect nothing less than an Orwellian quote from the ministry of truth

Ensuring that everyone knows the correct vote to be cast is the best way we can protect our democracy. In these uncertain and unprecedented times it's more important than ever to ensure that we do not elect the wrong candidates. Is the time right for voting registries be made available? People who consistently vote incorrectly should be shamed and even face charges in some instances.

Experts have estimated that as many as 250,000 innocent lives are lost annually due to the results of wrong voting that empowers those who would undermine the hard work and progress made against dangerous global health crises. Voting for conservatives is a racist hate crime that goes unreported and unpunished. This is emboldening extremist right-wingers to slither out of the shadows in alarming numbers and contaminate our carefully crafted consensus.

We cannot continue allowing this to stand. It poses an existential threat to Our Democracy.
