It's true, I have just tested it myself. Yandex and Bing aren't hiding it either, Google specifically is doing this deliberately.

Strange, you can't find it on either Google or Duckduckgo with the quotation marks. However, Bing does return the link to the article even with the quote marks. Both Google and Duckduckgo also return the article link without the quote marks.

They just complain that some article isn't archived properly in the Google index. Okay, so what? So Google doesn't want you to know some percent in some fiscal year?
