First off no government can be called revolutionary. That makes no sense. Revolutions are the radical changing of power. You can't just attach a word like that because it sounds cool.

Second, nationalism is a rally cry and an identity. It says nothing of governance. Most communists recognize that you can't have communism and open borders. There has never been a communist country with open borders. Instead most have to have a strict ban on anyone even leaving, just to keep the slave workers from fleeing. Communists have stricter border controls than anyone, including "fascist" italy.
