Basically there is a huge fight over who has liability for the worst stuff on the internet. Obviously no one wants to be liable. So it's this hot-potato situation where everyone keeps passing the buck.

You are being naïve. The tech giants own the government. They WANT the power to control thought and discussion. No government in their right mind would hand over that kind of power to private corporations. Any government working for the people would be breaking these mega corporations up and preventing them from censoring what they want while protecting kiddie porn and calls to violence against their enemies.

This is clearly a case of the tech giants giving their government lackies a script to read which absolves them of responsibility for their tyranny. These corporations have no authority to be dictating speech rights to society. They have far over stepped their place already. This is nothing more than the tyrants granting themselves a "directive" to do whatever the fuck they want.
