Why won't the Mexican government just round these people up. They know full well who they are.

Especially if they aren't making money any more, get rid of them while you have the chance.

They are rapists, torturers and murderers, not people you need in any country trying to better itself.

Same reason they won't round up the kingpins in the US.
The "crime groups" control the govt intel agencies, and functionally serve as a secret government. Everywhere.

Edit: Indo China was the heart of the heroin trade before and during the Vietnam war. The communists kicked them out, so they moved operations to Afghanistan in the early 80's, until the Taliban kicked them out.

Afterwards, the opium trade dried up... Until 9/11/01.
The western Intel drug traffickers were back in business, and the modern opioid epidemic began.

Fun fact: The US "liberated" the Philippines, so the Yale Skull and Bones deep state could use the archipelagos as a base of operations for the opium war against China.

The Bush family are also heavily involved (in the heroin and cocaine drug trade, not the Philippines).
