Can he announce laws in Canada?

It has to go through the usual bureaucratic red tape first either by the House of Commons(where the proposed law is debated) or the Senate. It is not law yet. https://www.courthouselibrary.ca/how-we-can-help/legislation-case-law/guides/how-bill-becomes-law-canada

this is false he has jammed his agenda down the throats of Canadians by Order in Council, a mechanism meant to make small amendments to existing legislature. I woke up this morning a criminal under amnesty which lasts two years. this has not be done through proper parliamentary procedure, and was done during a public health crisis where assembling is NOT permitted no less.

The last time it was used to sweepingly seize property was against Canadians of Japanese descent in WWII before throwing them in concentration camps.

To say we're in distress is an understatement.
