Yes, they do! Well... Certainly the old ones from the 1950s do. They probably all do, even the 5th and possible 6th generation ones, but who knows for sure. Talking about "for sure" how do you see the flash from an underground nuke?

Naah, I highly doubt an underground nuke would've created a mushroom cloud. Saus

Also, even the tiniest nuke (Davy Crockett) emits a pretty noticeable flash, so it definitely wasn't one. Saus

It's all a matter of the ratio of depth to power. A small nuke doesn't need to be buried as deep as a big one, especially if your goal is only to hide the flash.

And yeah tiny nuke from the 1950s. Are you aware that nukes are now in their 5th and maybe even 6th generations? The developments are of course very secret, but they've been focusing on different issues with each generation, the flash being one of them, the heat wave, the shockwave, fallout, etc. Nukes nowadays are vastly different than the megaton stuff we were shown during the cold war.

The aliens made it very clear that mankind isn't allowed to destroy the Earth with nukes. They also aren't allowed mass slaughter of large numbers of civilians. The powers that shouldn't be have been playing around trying to find out exactly where the limit lies as to what they are allowed doing with them.

It appears that using small tactical nukes on infrastructure, injuring but not killing thousands, is fine.

Also, if it indeed is one, this is the least obvious nuke used recently. The ones in Yemen, the Ukraine and even in Tianjin were less well disguised. TPTSNB are obviously playing around with disguising them well enough that most people won't see them for what they are. It's also a desensitization campaign. Beware you blind yourself even without a flash.
