It's an attack on both. It breaks an economic relationship that both sides wanted. But Germany won't retaliate because German (((leadership))) is on board with severely hurting German people to also hurt Russia. German citizens #1 enemy is thier government, then the US, then Russia in a very distant 3rd. Arguably Russia has no quarrel with Germany at all.
