That was a very minor, brief outage in a far away suburb.

I'm pretty sure Venice Beach is technically part of the city Los Angeles, and it borders Santa Monica. Santa Monica is very much a part of the urban sprawl of Los Angeles county too, with no obstacles like mountains between it and the main city. It is technically a different city though, even if in the same county.

According to the linked article, the outage was in Santa Clarita. By the grape vine. At the northern edge of the county. When you pass through there, you are essentially leaving Southern California.

You’re either operating with different information than me or you misunderstood the report.

I must have misread it as "Santa Monica", probably because I lived there for so long. My bad!
