That likely has to do with the person who fabricated the story having an obsession with Handmaid's Tale.

Nothing in the media involving Russia can be believed. It should all be considered complete bullshit until proven otherwise.

From the article itself:

Lvova-Belova told Russian media that the arrest warrant reflected “appreciation” for her work “to help the children of our country, that we don’t leave them in the war zone, that we take them out”.

By 'unlawful deportation' they mean taking kids out of the territories that Russia has already annexed and bringing them to safer places within the Russian Federation that aren't active warzones.
