Brazil has a 1000 men strong battalion of the army (Duke of Caxias Battalion) specifically dedicated to protect the 3 main government buildings yet they didn't do anything during those riots. My hunch is that the military wanted this to happen just to humiliate and demoralize the new government and to have a justification overthrow them and install a new junta if they ever want to ("see, the people asked us to do this").
