Was Russia supplying the rebels during the fighting in the Donbas region before this war? Would this continue if the war were to end with Russia pulling all of its troops out of Ukraine?

Yeah.

Would this continue if the war were to end with Russia pulling all of its troops out of Ukraine?

I would expect the Russian losses to affect the equipment and personnel available for extralegal insurgency projects. But I don't imagine that they'll be cancelled unless Russia comes into new leadership that doesn't see Ukraine's popular ambitions of economic cooperation with the EU as a security risk for Russia.
