2 years in jail?! Court mandated therapy and putting him on probation would be far cheaper and more effective

Therapy doesn't have great outcomes for sex offenders. They tend to just learn the right things to say to get away with it then offend more.

There are different types of sex offenders, hiring a prostitute can make you a 'sex offender', but using this kind of loaded language implies something much worse. The type of offenders with poor outcomes are offenders who's ACT was inherently criminal (rape, pedophilia), in this case the act he committed (masturbation) isn't inherently criminal, it was where he was committing it (in public), and the fact he is likely too mentally ill to realize his efforts to hide what he was doing were ineffective (this kind of problem is treatable). There is a difference between lacking impulse control, which this individual clearly does, and being a dangerous predator beyond redemption like a rapist or pedophile.

How 'great' are the outcomes for putting sex offenders in jail, I hear thats not great either, yet the taxpayers are gonna have to foot the more expensive bill for this

This kind of exhibitionism type offence is one of the things which is common among serial killers.

Yeah, there are different kinds of sex offenders.

These guys are some of the most dangerous, even though it might seem more harmless. They are getting off on women having a fear reaction. If the expression of fear turns them on it can quite easily lead to assault.

And no, there is often no difference between lacking impulse control and being a dangerous predator beyond redemption. They are often one and the same group. Being mentally disabled does not automatically make you a sweet innocent victim.

The article described him attempting to hide what he was doing, this doesn't sound like someone getting on off on causing fear, although I don't deny what you describe is a common phenomenon

He'll probably have some of that time reduced for time already served during the initial detainment, then be released on good behaviour after less than a year. But yeah, it's a heavy (and expensive) sentence for just being a creepy retard.
