That document called for the overthrow of Iraq and terrorist proxy war in Syria and it was drawn up by Richard Perle, Douglas Feith, James Colbert, Charles Fairbanks, Jr., Jonathan Torop, David Wurmser, Meyrav Wurmser, and Robert Loewenberg.

The Project for a New American Century planned to implement those policies once they had taken control of the Whitehouse. The members of which included Richard Perle, Dick Cheney, Paul Wolfowitz, Ronald Rumsfeld, John Bolton, Dov Zakheim, Elliott Abrams, Paula Dobriansky, Zalmay Khalilzad, Lewis Libby.

This was all facilated by the US supreme court who blocked a recount in progress to hand the election victory to them.
