They just outright say it. "GLADIO: An Insurance Policy to Keep NATO Free." This was the NATO-sponsored terrorist group that killed civilians during the Cold War. They then used false flag tactics to pin the blame for their own terrorist attacks on others.

British government will never discuss gladio because of their operations in N.Ireland. To this day the vast majority of Irish people have no clue that MI6 was running the IRA the whole time or what their real purpose was.
