So they cut open a mug and found a strange metal enclosure inside. Fearing it had a listening device inside, they sent it to have the enclosure carefully cut open, as to not damage the device and its evidence. The people who cut it open likely found it was simply full of charcoal or silica pellets, yet officials publicly insinuated it may be a listening device before receiving those results (I don't remember how sure they espoused this, in contrast to how the media exaggerated it).

Classic irresponsible diplomatic failure.
