True. Black budget tech is at least 30 years ahead of cutting edge university research, so in all likelihood 'they' already have: antigravity, fully optical computing and power delivery & management, sentient AI that scores > 1,000 on any IQ test, FTL spaceflight which they can't use because for 'some reason' it brings them right back to Earth, huge underground cities linked by the network of tunnels under North America, an army of millions of cloned, brainwashed and mind-controlled super soldiers, mind control devices, thought-listening devices, nanobots and more.

But still, this is tech that is reserved for some future, specific purpose, not something to be used in mundane warfare.
