Edit: I actually read the article. A law professor wrote a paper saying that this was the implication of a new Covid regulation that bans religious worship. It's not a law being enforced.
They could get around it by saying they were chatting with the priest, rather than confessing to sins, as is pointed out by the professor in the article. Trump's "peaceful protest" strategy.
