Other than China, were the state owns people, no foreign adoptions are of orphans who actually need new families. This is because for the adoption to work they have to have the child's parents or other family sign the child over. If people actually wanted to adoption a child in need they would have to go through the state adoption process and checks just like they do in their own country which would mean moving to that country possibly for years.
