Well, probably not all. Because in many cases, students, irrespective of background, get accommodation based on what is available.

Basically with student apartments, as well as with regular apartments, each municipality has a rental queue (and student apartments basically follow the same pattern, sometimes they are associated with a specific university / college instead of a municipality though). Not all of these apartments are located in fancy areas, and those located in better areas have longer queue times.

Many times universities / colleges have a separate set of apartments available for exchange students. These can be located pretty much anywhere, all from great apartments next to the campus, to some not-at-all-great apartments in a problematic suburb on the other side of the city.

edit2: And also as it is mentioned "international students" I would interpret this as students from other countries (read: mostly western European countries in practice...) that want to complete their university-level education in Sweden, and not just people that come from elsewhere, as that would be phrased otherwise (at least how Swedish media functions...)
