Who made this drone footage? Probably the Chinese government. So why is it online? And what is the real story behind it?

It could be faked, but if it was faked it wouldn't be the Chinese gov't doing the faking. It would be like the US gov't, just speaking from a motives perspective.
But the most likely case is that this is real footage, and China is probably very unhappy it's out there.
That's the thing about doing so much totalitarian stuff... eventually some of it gets noticed

It is likely from an American operative in China. Quite risky but this type of drone activity is quite common in China.
