This is an online education module.

It basically says a child/student may be admitted to school without vaccination for religious or personal reasons if they fill out the appropriate forms and watch the education module.

They should send doctors who recommend the vaccine to education classes.

It should simply be required that the warning label of every vaccine be read aloud in its entirety prior to being administered.

That would be a decent starting point for actual vaccine education.
