Well, I dont know how we reached this point of talking about the scripture, but I dont think you need historical context to understand it I've read it multiple times. The Muslims governments usually this line to confuse and confound the scripture and use the verse in a way that gives them power and authority (even though that would contradict the rest of the book), but that's a different topic.
