Beginning sometime in May the Japanese Government will begin paying every man, woman and child roughly US $1,000. That's in a country of 126 million that currently has an "official" death count of 351 people, most of them elderly or otherwise health-compromised. I can't verify the pay to laid-off workers but I don't doubt it.
