The scooter companies are like locusts that descend on your city and defile and litter its streets with their crappy scooters. In our city they're supposed to ride in the road since riding on the sidewalk endangers pedestrians. No one does it and the police don't issue tickets. The net result is, pedestrians live with a background level of anxiety and fear.

Someone travelling on a scooter at 10MPH who weighs 160 lbs will hit a pedestrian with about 727lbs of force. This fact is not lost to pedestrians in our city.

Aside from this, scooters litter the downtown sidewalks like the carcasses of dead animals strewn everywhere. They are literally are dropped anywhere and consequently they're always in the way, causing congestion, sucking up sidewalk space and forcing people to maneuver around them.

The scooter companies get away with this because they offer the cities they infect cash. So everyone's safety and quality of life get sacrificed and the city officials get money they can disappear into "redevelopment" projects which, as we all know, are at least 40% graft.
