First I would look if there is a disparity in infections. Then I would look if there is a disparity in the health of the infected. It could be poor sanitation and lack of social distancing. It could be poor diet or more health complications. It could be a difference in reaction to infection.

The data is just not there to draw any kind of conclusion. Anyone offering one is pulling it out of their ass and probably has an agenda.
