That just means there are a lot of part-time workers. If you sign a contract for any normal job it will be 40 hours a week.(maybe 35, like Norway, not sure). But not 25 or 29.

Yes but in the Netherlands you can ask for less hours at your job and receive proportionally less pay, and the employer has to approve this if you ask. So a lot of them are actually full-time jobs, just worked with less hours.

Yeah it's a very good law.
Then furthermore their healthcare is not tied to their employment, so the distinction of part-time/full-time doesn't matter nearly as much.
