    Shelters aren't available.

    San Francisco offers a waiting list for permanent shelters through the 311 number, essentially they give you a number and you have to call them back to find out if a spot opens up. Once your number comes up, you have 10 days to respond or you get booted. If you don't have a phone (many don't), you just have to call every day and hope. Wait times are often weeks long.

    For temporary shelters, SF has recently created "Navigation Center" program, which are like large tents. They were intended to provide shelter to people waiting for permanent shelter. But they quickly filled up, policy had to adjust from 30 day limit to 90 day limit, and finding land for these tents is expensive for the city.

    And we are certainly missing people between the cracks. The current total shelter inventory in San Francisco is approx 2,000 beds. But there are estimated over 8k unique annual homeless in San Francisco.

    if not available make em available. they are tho, but the homeless don't want to go there, they can't beg for money for drugs and alcohol in the shelter.
