Returning to Ukraine, never before in a state, in Russia or in the West, we have seen such an agility, cultural and political weight, entrusted to political organizations that blatantly draw inspiration from ideologies, characters, worldviews, explicitly fascist or Nazi.

Yes and I wonder how much that is because, never before has the CIA identified the most likely candidates that could be a used as a tool to destabilize a region was a neo-nazi subculture that up to that point had been confined to fighting at soccer games and robbing gas stations. What happens when you infiltrate those loosely organized groups of thugs and start bringing them military weapons and leadership? Those Ukranian skinheaded soccer hooligans would be in awe of such people. With their almost unlimitated access to weapons and funding it would not be difficult for CIA infiltrators to become leaders of those groups of street thugs and turn them into something they could only have dreamed of being, a fully armed paramilitary version of their WW2 heroes... the Waffen SS.

This is what the CIA do all over the world. They gather intelligence on subversive militants or extremist groups in those countries. Just as they might be Muslim fundamentalist in the middle east, they could be neo-nazi soccer hooligans in Eastern Europe. Then they make connections in those groups and take it from there.
