The living wage in the UK is just a euphemism for the minimum wage.

The minimum wage should go up and down with inflation. Likely we'll have a recession or not much growth so its right that rises planned a couple of years back are reassessed.

The real problem is there are many jobs on minimum wage which should not be and no regional variation in the rate. The living wage in London is not the living wage in Preston.
