One reason I found the Russian bounties hoax so idiotic is that Russia is that extremely cautious in deals with anything Islamism related if it could turn militant. They support anti terrorist muslims, they support secular Arab states, but they hate terrorists.
While the terror label for the Taliban is controversial, the group is rumored to have supported insurgencies in muslim regions of Russia, and because of this it is unlikely Russia would EVER support a potential insurgent ally.

To this day that seems to be their primary purpose, to scout out civilians dealing with hardships and/or mental disorders who have slightly establishment critical views, then coax and radicalize them into committing a terror act as a pretext for arrest.
And so Mueller finished in disgrace after yet another preventable terror attack, putting the sycophant Comey in place who continued the same policies.

The Boston Bombing Movie
I watched the film as it depicted foreign coverage of the bombings, and asked a friend why they showed TV stations in the Arab world and China, but not Russia. Russia did, after all, give us tips ahead of time about the bombers and may have even speculated on the identities. The sin of omission annoyed me. I made a joke to a friend after the movie "I'm surprised the CIA didn't accuse Russia of training and funding the Boston Bomber". Such a claim is as credible as the Taliban bounties hoax. But as I thought about it and, hypothetically speaking, if such a thing happened then we'd still be able to pull up names of the victims, payment details, etc. Why can't we do the same for these alleged Taliban bounties?
If such a thing happened abroad we accept the absurd idea that Russia paid for bounties on kills, surely the killers would collect dogtags or some other form of identification of the victims? Even if not, isn't there a way our intelligence could identify alleged victims of these bounties, and the number of such victims?

In Benghazi we had some americans murdered by people who were literally armed by the CIA.

This is a uniquely American consistent pattern one doesn't really see with other countries foreign policy.
The motivation
This is perhaps the biggest issue.
Everyone in the local area from Russia to China benefits from peace talks. More dead US troops (specifically US troops, Afghan government police are separate) destabilize US authority in peace talks, much like fake chlorine cannisters provoke intervention in Syria.
Add the fact it is a relavely recent change under Trump that we've began doing the opposite and sending terrorist warnings to Russia

Why would Russia risk reversing this?
Perhaps more alarming: are we really supposed to trust the same establishment figures who have a history of ignoring and allowing terror attacks to go on, when it becomes convenient to allege an accusation?
Such a conclusion is as stupid as believing Mueller if he hypothetically pinned the blame on Russia for the Tsarnaevs.
