No, just a guy directing drill participants on where to go. This video must of been recorded with an old throwaway flip phone. Of course in all of the US drills passed off as real they do this. They simply give you grainy footage, that is probably moulage and you eat it up as real despite the motives and narratives making zero sense and the duping delight actors.
