Apparently there was a bodge job done on the emergency brakes which we're clamped. Italians.

This is incorrect. Some safety measures (like emergency brakes) were willfully deactivated because they required frequent arming/disarming and maintainance. Unrelated to that, the rope the cable car was attached to snapped (for unclear reasons), and without brakes there was nothing to stop the cable car.
