Priapism, and no it's not similar to agonal breathing, it's typically because of severe neurological injury secondary to trauma typically. Agonal breathing is a response from a dying brain/body as a last ditch effort to get aone very very shitty inadequate breathes in.

I don't know what language they're speaking but it's not Portuguese. Sounds Asian, if I had to guess I'd say the Philippines, or possibly somewhere in the Indian subcontinent.
