I just finished it. The second half is where everything important happens.

The man is strapped to a wheelchair and has a spit mask on. They're trying to get him into a jail cell. They undo the belt on the chair but they leave his shackles and handcuffs on. The police discuss their plan to get him into the cell, which involves laying him on his stomach.

They walk him into the cell and lay him on his stomach and attempt to remove the shackles. He is uncooperative. They attempt to calm him by explaining that they are removing his shackles and handcuffs. He is still uncooperative. The officer in charge puts his knee on the suspects back to keep him from moving. They try to get the handcuffs off but the key breaks, which increases the amount of time that the suspect is being held down. He becomes unresponsive after about 10 minutes but is still seen moving his hand while being held down by the officers.

Three of the officers are black so nobody will ever care about this video.
