Driver was reportedly fleeing from police at the time.

Again, I need a link, to any news article at all, making such a claim.

If he was fleeing the cops, might he have stolen the Jaguar he was driving? If so I haven't read anything about it. I wonder why the media won't say?

A cop manning a freeway entrance said he saw the car go up the wrong way, the "no not enter" on-ramp. He's a moron, but he obviously wasn't being chased, which means your news source is a steaming pile of shit and you should unbookmark it.
