You can be suffocated without having compression on your neck. Compressing the chest so the lungs can't expand, which looks like happened here with the cop on his back, can suffocate a person. Also his nose and mouth were pushed into the ground some of the time as well which may have obstructed his breathing.

Again, the forensics report does not say he was suffocated. For the love of god at least read the other comments.
