It couild be because Brazil, but also I've learned from these videos that people usually don't panic when they see guns. On TV you see people flip out and shout "gun!", but in all these security cam videos people seem to be in disbelief, or if they are panicking, they're good at hiding it. Shop keepers that get shot, up until they moment it happens, they don't appear to believe it's going to happen.
