Non-lethal weapons turned lethal. Maybe this was a way their government sends a message to the protesters while still appearing to be "good" in front of the world.

"We used tear gas to deter the protesters, but unfortunately (well aimed) accidents happen."

Tear gas bullets? 🤔

They're smaller so police can carry more of them. The down side is that they have higher muzzle velocities.
