Suspicious0bservers briefly touched on this occurrence, in this morning's news cast. He seems to believe that the incident is not man-made, but rather a by-product of multiple current solar weather issues.

I certainly trust the information minister from a failing police state that their crumbling infrastructure didn't cause the blackout, but something conveniently external and apparently unprecedented.
